OVCRD now accepts paper submissions in Science Diliman as technical report.

Excerpt from OVCRD Communication Ref. No. HJR 08-163

"This is to certify that the Project Management and Resource Generation Office (PMRGO) of the Office of the Vice Chancellor for Research and Development will henceforth consider manuscript submissions to Science Diliman as a technical report when terminating OVCRD-funded projects. This is incorporated under Section 5 (on Ownership and Publication) of the revised Memorandum of Agreement between OVCRD and the researcher. Acceptance for publication of the manuscript in Science Diliman is the basis for acceptance of the final technical report. The complete final report of a project consists of a technical and a financial report."
