As a pioneer in public administration education in Southeast Asia, the Institute of Public Administration did not only benefit  the restructuring of the post-World War II Philippine government, but also the development of bureaucracies of its neighboring countries. Testament to the breadth of the NCPAG's impact and influence is the inclusion in this issue of three articles written by foreign scholars in the field of Public Administration.

We are also introducing in this issue a new section called "Reflections from Scholars and Practitioners." The special section will be featuring studies, researches, and think pieces by PA scholars and practitioners, as well as exchanges between them, with the aim of invigorating discursive discussions and analyses in the field.
