Wika at Neoliberal na Edukasyon sa Pilipinas

Abstract

ABSTRAK

Nagbagong bihis na nga ang mundo at lahat ng bansa ay nagpupunyagi na makaagapay sa mabilis na daloy ng teknolohikal at pang-ekonomiyang sistemang tinatawag na globalisasyon. Apektado sa sistemang ito hindi lamang ang sektor ng ekonomiya kung hindi maging ang iba pang panlipunang sektor at institusyon gaya ng edukasyon, batas, at midya. Sa lahat ng ito, sentral ang nagiging papel ng wika upang gawing daluyan ng komunikasyong ‘wired’ at konektado saan man sa mundo. Dahil dito nagkakaroon ng presyur na baguhin ang mga polisiya ng bansa para makatugon sa globalisasyon. Mula sa mga usapin at isyu sa globalisasyon nagkakaroon ng estruktural na pagbabago sa ilalim nito na tinatawag na neoliberalismo. Isa sa mga polisiyang binabago para umangkop sa neoliberal na sistema ay ang patakarang pangwika sa sektor ng edukasyon na naniniwalang Ingles ang daan tungo sa pag-unlad. 

Sa pag-aaral na ito pinag-uugnay ang usaping pangwika sa politikal na konteksto ng lipunan habang tinitingnan ang mga polisiya tungo sa pagpaplano at pagpapatupad ng mga patakarang pangwika. Layunin ng papel na ito na matukoy at matalakay ang mga isyung pangwika sa sistemang edukasyon sa Pilipinas sa konteksto ng globalisasyon at neoliberalismo.

ABSTRACT

The world is rapidly changing and all nations strive to catch up with the technological and economic system called globalization. This system affects not only the economy, but other aspects of society, and institutions such as education, law, mass media. In all of this language has a central place, as the avenue through which “wired” communication, connected wherever in the world, flows. Because of this, there is pressure on nations to change their policies to keep up with globalization. From the issues surrounding globalization, a discourse comes forth: neoliberalism. One of the policies that is changed in order to be in accordance with neoliberalism is that of language policies, specifically, in the education sector there are those who believe that English is the way to progress.

This study will look at the language issues in the country and its’ connection to the political context of our society while focusing at the programs for language planning, and the implementation of language policies. It is the goal of this paper to pinpoint and discuss the language issues in the educational system of the Philippines, in the context of neoliberalism.
